The proposed Scope of Work is to provide engineering and project management services with the La Jolla Band of Luiseño Indians (Band) Water Department for the complete design of a block pumphouse, water main, and well testing off of Tomanva Road on the La Jolla Indian Reservation.  The work will include preparing stamped engineering design plans, contract documents for advertising with specifications, request for quotes (RFQ) as needed, environmental clearances, and other ancillary work in support of the work as described below:

1 – Contractor to prepare a request for quotes for use by the Band with specifications and on-site project management.  Contractor to meet on site for a prebid meeting, review quotes, and make a recommendation.

2 – Engineering and Grading plans for 6” water main, Grading of new tank site 100×100 Water Tank pad, and access road

3 – Grading of roadway and proper drainage, 1000ft x 12ft wide access road

4 – Grading and grubbing for a 100ft x 100ft Tank pad.

5 – Concrete foundation for 38ft wide x 24ft high Water Tank. Specs to follow when soil testing is complete

6 – Soil testing and inspections

7 – Block Pump House: A two-room block pump house, approximately 16’x 14’ design, stamped plan set with specifications and contract documents. Pump house to include piping, ventilation, drains, safety equipment, and pump house electrical.  Chemical feed pumps are to be interlocked to operate upon both the operation of the pump and the flow of water.  Equipment to be specified will be coordinated with the Band after the award.

8 – Water Main Design: Contractor to provide water main plans with plan and profile for approximately 1800 feet of 6” watermain including standard details.  Plans to be stamped and ready for advertising in conjunction with a contract package. 

9 – Fencing around perimeter of Tank Pad, 6ft high chain-link with 3 row barbed wire and to include a 16ft access gate.

 

The Contractor is to provide a request for quotes for the Bands’ use to advertise in seeking geotechnical work. If the Contractor wishes to provide all ancillary work in-house, the Contractor shall list the names of subcontractors and pricing separately.

The final documents will consist of California Licensed Engineer stamped watermain and pump house plans sets, and contract documents that are ready for bidding.  These items will be provided to the Band’s Water Department Manager for review and approval. 

 

Proposals from the Engineering Firms will be evaluated on the following criteria:

1 – Experience providing design work for the specific items listed above.

2 – Experience providing requests for quotes in support of project goals.

3 – Experience providing complete contract packages including contract documents, specifications, plans, and drawings.

4 – Experience managing similar engineering projects, including subcontractors.

5 – Experience managing tribal procurements and federal procurements.

6 – Experience working with tribal governments.

7 – Explanation of how the work would proceed with a proposed schedule.

8 – Tribally owned and operated entities, women-owned entities, minority owned entities, disabled veteran-owned entities, and veteran-owned companies.

 

Note that there is no requirement for all of the evaluation criteria to be met, and all proposals will be evaluated based upon scoring criteria as listed above, and if there is a tie, then costs shall be considered.  If the proposals come in higher than the available amount for engineering design work with environmental clearances, the Band may readvertise or negotiate with the most qualified proposal.  It is anticipated that the design work should be completed within 4 months of the award.
